The Secretary General of Urban Agenda and Housing, David Lucas, and the Minister of Environment, Housing and Agriculture of Madrid, Paloma Martín, have signed the agreement.
The Ministry has already signed a total of 15 agreements for the execution of the Plan, contributing 1.331 billion Euros to facilitate access to decent housing.

The Ministry of Transport, Mobility and Urban Agenda (Mitma) has signed with the Community of Madrid the agreement for the execution of the State Plan for access to housing 2022-2025 over the next four years, in which Mitma allocates 229.4 million Euros. The agreement has been signed by the Secretary General of Urban Agenda and Housing, David Lucas, and by the Minister of Environment, Housing and Agriculture of Madrid, Paloma Martín. The signing of the agreement guarantees the continuity of state aid, as the previous State Housing Plan ended in 2021. From now on, the Community of Madrid will be able to call for aid under this new plan effective from January 1, 2022.
The State Plan 2022-2025 includes four types of programs that seek:
1- Facilitate access to decent housing
2- Increase the supply of rental housing, eradicate substandard housing and shantytowns.
3- Improve accessibility and,
4- Fund rental income protection insurance for property owners.
The amount that the Ministry plans to allocate to the autonomous communities in aid programs of the State Plan 2022-2025 amounts to 1.443 billion Euros over its four years of validity.
To date, a total of 15 agreements have been signed with the autonomous communities of Madrid, Andalusia, Aragon, the Canary Islands, Catalonia, Extremadura, Galicia, La Rioja and the Valencian Community, the Balearic Islands, Cantabria, Castile and León, Castile-La Mancha, and the cities of Ceuta and Melilla. The total that Mitma has committed with these fifteen agreements amounts to 1,331.8 million Euros. The budget of the agreement signed with the Autonomous Community of Andalusia amounts to 246.75 million Euros.
