Presentation of the Affordable Rental Housing Plan

The Ministry of Transport, Mobility and Urban Agenda is working to curb abusive rental prices for housing, as assured by the minister, José Luis Ábalos, who stated that his department is working to stop abusive rent increases, ensure decent housing at affordable prices, help the most vulnerable, and promote the Housing Law to strengthen rights and guarantee legal security.
Although just a few days ago the OECD warned that intervening in rental prices could reduce the supply of rental housing., the minister has stated that it is a priority to ensure access to housing by increasing the supply of homes intended for social and affordable rental, rental assistance, and investment in rehabilitation as a key piece for economic reactivation.
It has been highlighted that in 2021 the largest budget in history for housing has been approved, allocating a total of 2.250 billion euros, which represents an increase of 1.775 billion.
Recognizing that the biggest problem in this area is the lack of rental housing supply, the minister has said that to stimulate supply, progress is being made in the Affordable Rental Housing Plan, which will allow the development of a park of up to 100,000 homes. This plan will have two working axes:
- The first, based on the direct action of the Ministry for the creation of a public park of social housing, will amount to around 44,000 homes in total.
- The second axis of the Housing Plan, through collaboration with private agents, consists of public-private collaboration for the creation of a social fund of about 56,000 homes.
An example of this has been the announcement of the start of the urbanization works of the Engineer Barracks land in Valencia, which will allow the creation of 438 new homes to promote and facilitate access to rental housing at affordable prices.
