The Government approves the State Plan for access to housing by Royal Decree.

The Council of Ministers, at the request of the Ministry of Transport, Mobility and Urban Agenda (Mitma), has approved the Royal Decree regulating the Young Rental Voucher and the State Plan for Access to Housing 2022-2025.
Regarding the State Plan for Access to Housing 2022-2025, which will pay special attention to the most disadvantaged groups in the population, this regulation aims in the short term to promote the following objectives:
✓ Facilitate access to housing for citizens with fewer resources through direct rental assistance to those tenants with fewer resources.
✓ Facilitate access to housing or the most immediate housing solutions possible for victims of gender violence, people facing eviction from their habitual residence, homeless individuals, and other particularly vulnerable people, including cases of sudden vulnerability, through direct assistance for rent and utility and community expenses of up to 100% of the rent and those expenses.
✓ Facilitate access to housing for young people with greater rental assistance and even with assistance for the acquisition of housing in municipalities or small population centers.
✓ Promote the supply of rental housing with assistance to landlords for the payment of a rental income protection insurance. Collaborate with the objectives of the demographic challenge through assistance to young people for the acquisition of permanent and habitual housing in municipalities or population centers of less than 10,000 inhabitants.
And, in the medium term, the Plan aims to achieve the following objectives:
✓ Increase the supply of social rental housing by promoting the public housing stock, establishing assistance for the acquisition of homes by public administrations or their linked or dependent entities.
✓ Increase the supply of affordable rental housing for the elderly or people with disabilities, through assistance for the promotion of housing with designs, facilities, and services that respond to their special circumstances, whether publicly or privately owned, and whether newly built or from the rehabilitation of existing buildings that will be allocated for a specified period to affordable rental with limited rents and for tenants with limited incomes.
✓ Increase the supply of accommodations and rental housing, promoting the development of temporary accommodations, residential models like co-housing, intergenerational housing, and other similar types where, in any case, the private living space is reduced and the interaction space is increased compared to the usual housing solutions, which will be intended for rent, use transfer, or any similar temporary regime allowed by law.
✓ Increase the supply of social rental housing by promoting the availability of homes from SAREB and public entities to autonomous communities and local entities, as well as their linked or dependent entities for social rental purposes.
✓ Increase the supply of affordable or social rental housing by making available to autonomous communities and local entities, as well as their linked or dependent entities, homes free from private housing managers for rental as affordable or social housing.
